Member of the Mexican Foreign Service since 1994. He has a B.A. in International Relations by the National Autonomous University of Mexico (UNAM), a Master´s Degree in Diplomatic Studies by the Matias Romero Institute of Diplomatic Studies and a Ph. D. in Government and Public Policy by the National University of Costa Rica.
He has served as Consul General of Mexico in Guatemala and Dallas, Texas. Also as Political Counselor in the Mexican Embassy in the United States of America. He served as General Director of Scientific and Technical Cooperation at the Mexican Agency for International Development Cooperation (AMEXCID) of the Secretary of Foreign Affairs between 2011 and May of 2013. In other Governmental agencies, he has been International Affairs Coordinator of the Center for Investigation and National Security (CISEN) and Chief of Staff to the Mexican Attorney-General. Since June 2016 he is Ambassador of Mexico to Egypt. Since June 2016 he is Ambassador of Mexico to Egypt. In the academic sphere, he has published several articles about the Mexican Foreign Policy and is a co-author of the book: “Drug Trafficking in the Framework of Mexico-Unites States Relations”; He also was the coordinator of the collective publication: “Mexico and Central America in the Threshold of the XXI Century”.
